Because the process is fail and they will almost certainly settle in the middle of the highest and lowest offers that are within reason.
If we don't win a WS in the next 3 years with Lincecum (or at least get close) then it might be time to retool anyway. They can't trade the guy without losing a ton of fans because he paints the organization as the bad guy and the fans love him so much they eat it up. So, of course they will offer him as much money as the next team, but its up to the player if he wants to leave.
Don't quit on the organization due to contract negotiations or lack thereof, because that is the process. Neither side can cave completely and we shouldn't expect them to. If you give Lincecum 13m this year he will think he deserevs ~20m the next year if he improves slightly (likely). Of course he is underpaid based on performance, but no good organization has players that aren't underpaid.
