When we brought Pablo up, we were a completely different team. There was less to lose by bringing up a rookie and playing him ahead of veterans. Also, Pablo didn't have Huff at 1B and several outfield blocks as well. Most of this has less to do with Belt, and a lot more to do with our current roster.
As for Posey, no doubt that they advertised his lack of catching polish and ability to call a game as the reason for holding him back. However, Molina was absolutely flailing at the time. And even when they did bring him up, they put him at 1B. For the Giants brass, it was a huge decision to move Huff to left field.
With Belt? We can only guess at their logic until they bring him up, but there are plenty of reasons they will find not to. Had Posey flailed at 1B and stayed cold, do you think they'd have ever moved him to catcher? Posey forced their hand by streaking.
